Summary
L'Éclipse de la vertu . L'idée qu'en démocratie les gouvernants devraient être « exemplaires » est couramment admise aujourd'hui. Elle s'exprime non seulement dans les discours mais aussi dans de multiples règles qui, de contrôles fiscaux dérogatoires en obligations de déclarer publiquement son patrimoine, ciblent plus particulièrement les responsables politiques en exercice. Contrairement aux apparences, cette exigence s'ancre dans une longue histoire démocratique. Si elle paraît récente, c'est parce que les fondateurs de nos régimes représentatifs ont privilégié à l'ère des révolutions, l'indépendance et la protection des gouvernants par rapport à leur contrôle, ouvrant la voie à une éclipse de la vertu. Mais durant les cinquante dernières années, cette surveillance des gouvernants a été progressivement réinstitutionnalisée, au point de devenir un élément essentiel de nos démocraties représentatives, avec son cortège de procédures et de règles. C'est cette histoire longue de l'exemplarité démocratique qui est ici restituée, permettant de mettre en perspective nos attentes contemporaines vis-à-vis des gouvernants, à une époque où la vie politique semble se jouer autant dans les urnes que dans les tribunaux.
